The Civil Service Commission of Oyo state, like her counterparts in the country, is a creation of Section 197 of the 1999 Constitution of the Federal Republic of Nigeria (as amended).

To be a foremost agency of Government for recruitment into the middle level posts, for policy implementation toward meeting the societal needs, for the good of all, in accordance with the Constitution of the Federal Republic of Nigeria.

Our Mission

To provide and maintain a highly skillful, efficient, disciplined and happy workforce, providing cost-effective welfare services to the residents of the State.

Our Objectives

The objectives of the Civil Service Commission are:-

  •  To set up general and uniform guidelines for appointment, promotion and discipline;
  • To recruit, promote and discipline Civil Servants;
  • To monitor the activities of each Ministry and Extra-Ministerial Department over appointment, promotion and discipline in order to ensure that the guidelines are strictly and uniformly adhered to;
  • To serve as an appellate body for all petitions from Ministries and Extra-Ministerial departments with regard to appointment, promotion and discipline;
  • To maintain comprehensive and current records for Civil Service as a whole; and
  • To review government establishments in accordance with modern trends.

FUNCTIONS OF THE CIVIL SERVICE COMMISSION

The functions of the Civil Service Commission as highlighted by Decree 43 of 1988 are as follows:-

  • To set up general and uniform guidelines for appointment, promotion and discipline;
  • To recruit, promote, transfer and discipline Civil Servants on Grade Levels 07 – 17;
  • To monitor the activities of each Ministry and Extra-Ministerial Department over appointment, promotion and discipline in order to ensure that the guidelines are strictly and uniformly adhered to;
  • To serve as appellate body for all petitions from Ministries, Extra-Ministerial Departments in respect of appointment, promotions and discipline.
  • To restructure and strengthen Management Service, Department and constantly review and propose modifications in the operational methods and organizational structure of the Civil Service;
  • To share staff welfare and training responsibilities with Ministries/Departments.

HISTORY OF THE CIVIL SERVICE COMMISSION

The present Civil Service Commission of Oyo State came into existence as a provided for in the Constitution and an offshoot of the then Public Service Commission Law 26 of the Western States of 1963 which was created under the Establishment of Public Service Commission Act 62 (1), in Chapter VI of Western Region of Nigeria, under the Fourth Schedule of Section 2 of the Constitution of the Sovereign Nation of Nigeria, 1960.

The provision establishing the Civil Service Commission mentioned among others, its composition, powers, jurisdiction, tenure, functions and limitations.

INDEPENDENCE OF THE COMMISSION

Section 158 of the 1999 Constitution states in part that “In exercising its power to make appointment or to exercise disciplinary control over persons, the Commissions shall not be subject to the direction or subject of any other authority or person”.

COMPOSITION OF THE COMMISSION

The Civil Service Commission consists of a Full-time Chairman, one (1) Full-time Commissioner and three (3) Part-time Commissioners.

STATUTORY MEETINGS OF THE COMMISSION

The statutory meeting, called the Plenary meeting, takes place twice a month and at any other time as occasion demands.

(i)     Processing of promotion recommendations from all Ministries and Departments in

        respect of officers on Grade Levels 07 – 17 for the consideration of Commissioners.

(ii)    Processing of disciplinary recommendations affecting officers on Grade Levels 07 – 17.

(iii)   Processing of petitions and letters of appeals from all Civil Servants for the

        consideration of the Commissioners.  All recommendations in respect of promotion,

        discipline and petitions of officers on GL. 13 and above are expected to be

        processed through the Office of Head of Service.  Though, promotions and disciplinary

        cases of staff on Grade Levels 01 – 06 have been delegated, the department is still

        represented at  the meetings of the Junior Staff Committees of Ministries and Extra-

        Ministerial Departments as Observers and for guidance.

(iv)   Ensuring the conveyance of all plenary decisions to the appropriate or the concerned

        quarters/persons.

(v)    Setting and marking of the Compulsory Examinations (both the 3 & 5 papers) on the

        Civil Service Commission Regulations.

(ii)    Inter-Cadre, Inter-Service and Inter-State Transfer.

(iii)   Constant Review of the Procedure for entry into the Personnel Officers and Special

        Departmental Cadres.

(iv)   Processing of contract appointments.

(v)    Advertisement of vacant posts.

       
   

 

FUNCTIONS OF DEPARTMENT ”C” (PLANNING, RESEARCH AND STATISTICS)

 

 

PLANNING, RESEARCH AND STATISTICS

(i)     Compilation and collation of the yearly budget and estimates of the Commission.

(ii)    Assist in recommending ways and methods of increasing the revenue of the

        Commission.

(iii)   Collection, compilation and presentation of vacancy data within the State Civil Service.

(iv)   Answering to request from National and International Organisations such as National

        Bureau of Statistics (NBS), International Labour Organisation (ILO), Administrative

        Staff College of Nigeria (ASCON), etc.

(v)    Processing proposals for training.

 

 

 

 

FUNCTIONS OF DEPARTMENT “D” (FINANCE AND ACCOUNTS)

          Basically, this Department was created and established in accordance with Circular letter AG/1949T/027 of 27th February, 2013 from the Office of the Commissioner for Finance, having received the approval of His Excellency, the Governor of Oyo State, Senator Abiola Ajimobi.

  1. The underlisted are the schedule of duties of the Directorate of Finance and Accounts (Functions of Department “D”):

 

FINANCE AND ACCOUNTS

(i)     Taking charge of the accounting duties in the Agency.

 

(ii)    Advising and taking charge of the disbursement of funds of the    

        Ministries/Departments/Agencies.

(iii)   Advising the Chief Executive (i.e. The Chairman), the Accounting Officer (i.e. Permanent

        Secretary) and other Departmental Head on accounting matters.

(iv)  Responsible for the development and installation of efficient accounting system of the

       Ministries/Departments/Agencies with appropriate in-built control as approved by the

       Office of the Accountant-General in line with the Financial Regulations.

(v)  Managing all funds and public money due and receivable in the MDA’s to ensure

      improved efficient and effective collection of all Government revenues.

           

 

 

 

(vi)   The Director as a co-signatory with the Account to all cheques and monetary

         instruments, while the Permanent Secretary and the Chairman will counter-sign

         the confirmation letter.

(vii)   Preparing Periodic/Annual financial Reports of the Commission (e.g. Annual Appropriate

         Accounts and Yearly Estimates) and ensuring timely submission of Monthly Financial

         Statement to the Accountant-General of Oyo State through the Accounting Officer of

         the Commission.

(viii)   Compilation of cash flow for costs and projections and advising on the control and

         management of funds, investments, loans and guarantee of the Agency.               

 

AUDIT UNIT

(i)     Posting and examining vouchers.

(ii)    Carrying out high level investigations and audit enquiries, monitoring and evaluating

        contract performance.

APPOINTMENT:

  • Three (3) outstanding NYSC Corps members were given permanent employment in 2012. Two (2) Outstanding NYSC Corps members were given permanent employment in 2013.
  • Fifty (50) Administrative Officers were offered employment in 2013.
  • One Hundred and Ten (110) Education Officers were appointed in 2013.
  • Twenty-Four (24) Social Welfare Officers were appointed in 2013.
  • Six (6) Higher Executive Officers (Audit) were appointed in 2013.
  • Ten (10) State Counsels were appointed in 2013.
  • Thirty-Five (35) Technical Instructors were appointed in 2013.
  • Four (4) Higher Executive Officers (General Duties) were appointed in 2014.
  • One (1) Scientific Officer was appointed in 2015.
  • One (1) Medical Laboratory Scientist was appointed in 2016.
  • One (1) Cultural Officer was appointed in 2016.

Year 2011:   A total of One Hundred and Nineteen (119) officers were  converted to various cadres.

Year 2012:   A total of Three Hundred and Five (305) serving officers were granted approval by the Commission to convert/transfer to different cadres in line with their qualifications.

Year 2013:   A total of One Hundred and Seventy-Six (176) officers were converted.

Year 2014:   Two Hundred and Thirty-Four (234) officers were converted into various cadres where their qualifications were found relevant.

With a view to sanitise the system and institionalize discipline and moral rectitude over Five Hundred and Fifteen (515) officers who were found guilty of possession of fake/forged academic certificates were relieved of their posts in the Service.  Other forms of punishments were meted to other officers for various forms of misconduct and acts of indiscipline.
