• Monitor the state of preparedness of all Organizations or Agencies that involve in disaster management in the State;
• Educate and inform the public on disaster preparedness, prevention, mitigation and response measures; and
• Distribute emergency relief materials to victims of natural or other disasters and assist in rehabilitation of the victims where necessary, etc

• Year 2011 flood disaster marked the turning point in OYSEMA’s operations and response to disaster. Prior to this, the Agency was employing traditional strategies for disaster management with emphasis on relief measures which have become ineffective and largely reactive as opposed to being proactive in reducing risk.
• The flood also brought to the fore the need for the Agency to brace up to various challenges arisen therein and the need to re- strategize and ensure a sustained programme of action through consolidation of existing structures and an enduring symbiotic relationship with relevant stakeholders  towards efficient and effective disaster management in the State.

• Consequent upon displacement of victims, the State Government quickly improvised I.D.Ps Camps to accommodate them . Seven temporary IDPs were established. The details are as follows;
• The synergy built by the Agency with the private Sectors assisted the State to effectively mitigate the impacts of the flood on the victims. The statistical analysis of the people affected by the flood, the Donors Agencies as well as pattern of distribution of the relief materials are as follows;

• The activities of the Agency in year 2012 was premised on its Budgetary provision as contained in the year 2012 Budget.
• Given the leverage provided by the budget, the Agency started the year earnestly and proactively to ensure better efficiency and effectiveness with the followings;
• Hosting of UN-OCHA officials 21st and 22nd March and 25th and 26th April 2012 at a cost of N1,644,000;
• Installation of Burglary Proof into OYSEMA warehouse at a cost of N224,700;
• Quarterly meetings of the Agency with Stakeholders which cut across both the public and private establishment with a sum of N210,000.00.
• Inauguration and Institutionalization of Local Emergency Management Committees(LEMCs)in the 33 LGAs of the State.
• Aggressive Awareness Campaign/Media jingles on Radio and Television Stations on disaster risk reduction at N885,000.
• Advocacy and sensitization through distribution of pamphlets , handbills, posters etc. as well as direct interaction with the masses on disasters prevention and mitigation such as flood, rainstorm, deforestation, Civil Strife, and Road Crashes across the Six geo- political zones of the State btw 18th – 27th July, 2012.  The cost implication to the State Govt. was N685,000.00
• Procurement of one(1) Toyota Hilux and one(1)Toyota Hiace Ambulance for the use of the Agency at a sum of N13,120,000.00.
• Repair of one(1)abandoned Toyota Hilux(2 Doors)as utility vehicle at a sum of N450,000.00.
• Procurement of two (2)Canoes to make the Agency deliver on issues relating to water at a sum of N190,000.00;
• Procurement of ICT equipment to make the Agency Computer Compliant at a total sum of N1,308,300.00;
• Exposure of members of staff to training and attendance of NEMA meetings cost the State a total of N1,742,000.00;
• Adoption of the State Emergency Contingency  Plan and Stakeholders Directory at a sum of N400,000.00;
• Organizing fire drill in some Government Establishments to create awareness on fire prevention and control in workplace at sum of N170,000.00.
• Grants to some identified NGOs’ in line with the Agency’s budgetary provision at a sum of N600,000.
• The Agency procured dedicated lines for its Principal Officials at N75,000.00.

• Prediction of the Nigerian Metrological Agency{NIMET} listed Oyo State as one of the States to witness high volume of rainfall and possible flood in year 2013;
• It is therefore not surprising that the Agency entered year 2013 with unsavoury and disgusting experience occasioned by the rain/windstorm disaster of17th February 2013 in Ibadan, which destroyed property worth Millions of Naira in Five(5) LGs (Oluyole,South-East,South-West, Ona-Ara and Ido LGS)
• This marks a policy shift in the Agency approach to procurement of relief materials as needed items are now bought as situation arises.
• A sum of Sixty – One Million Naira, Four Hundred and Fifty –Two Thousand Naira Only was spent jointly with NEMA to procure relief materials to mitigate impacts of the storm on the devastated victims in Oluyole, Ona-Ara, Ibadan South-East, Ibadan South- West and Ido LGs;
• The rain/windstorm disaster had also severely affected other areas of the State. Prompt response of the State has been obtained.

• Year 2014 was full of activities for the Agency. Meanwhile, the Agency worked within the ambit of law that established it and the cooperation of the State Government in provision of funds. Some of its activities for the year included but not limited to:
• Opening of Bids submitted by three (3) interested Contractors for the construction of OYSEMA@s Administrative Office Complex was done on 16th Thursday, 2014 at the Old Conference Room of the Office of Head of Service.
• West Africa Network for Peace Building (WANEP) Nigeria, South-West Zone paid a courtesy/Advocacy visit to the Chairman of the Agency, the Deputy Governor of Oyo State, His Excellency, Alake Adeyemo on Wednesday, 19th February, 2014.
• In its bids to intensify effort in its collaborative drive with the NGOs and other partners in disaster management, the Agency with other NGOs conducted a fact finding
• Visit to the challenge office of an NGO First Aid Responders on 15th March, 2014 and also hosted the Chaplain Mission of Nigeria in July, 2014.
• Key Officers of the Agency received training on ways of strengthening Humanitarian Action, Enhancing Effective Emergency Preparedness and Response coordination at Biafra International Hotel, Kaduna, Kaduna State between 19th and 21st March, 2014. The Agency hosted its platform meeting with its
• Stakeholders on Thursday, 4th September,2014 where issues germane to reduction of disaster risk in the State were discussed such as flood prediction by NIMET at Saki, Deforestation, Effectiveness of Local Emergency Management Committee {LEMC}, Review of the Contingency Plan.
• The Agency responded promptly in evacuation of burnt debris at the Molete Fire Disaster on Tuesday, 14th October, 2014. The breakdown of the debris evacuated were: 10 Cars, 2 Buses, 1 Tricycle, 10 Motorcycles and 1 Tanker Truck (Trailer).
• In its bid to create more awareness, the Agency in collaboration with NEMA organised a one-day Training for Stakeholders and Communities in the State with the theme “Building resilience of communities. The workshop was held on Tuesday, 26th November, 2014 at Pentorise Event Centre, Bodija, Ibadan.
• On-the-Spot Assessment visits were conducted at the scenes of various disasters such as Alesinloye Market (15th August, 2014), Gaa Garuba in Iwere-Ile Local Government (12th March, 2014) to mention but a few.
• As a way of mitigating the effect of disaster on victims, the Agency in collaboration with NEMA distributed relief materials worth Billions of Naira in the Year 2014 across the length and breadth of Oyo State.

• In line with the statutory mandate of the Agency and Budgetary Provision for Year 2015 related activities were responded to promptly.
• Presidential Committee on Flood Relief and Rehabilitation (PCFRR) was received by the Agency and two (2) hectares of land at Ona-Ara Local Government which was earlier designated for the construction of Internally Displaced Persons (IDPs Camp) in the State was formally handed over to the Contractors.
• The Agency conducted an on-the-spot assessment visit to scenes of various disasters in the State as follows:
• Scene of rainstorm disaster in Afijio, Atiba, Oyo East and Oyo West in the State which occurred on Monday 9th February, 2015( over 3,000 persons were displaced);
• Scene of Accident/Fire Disaster at Baabo Community, Saki on 16th February, 2015. The incident claimed seven (7) lives including a pregnant woman and her two (2) children;
• Rainstorm Disaster at Igboho (300 Persons were displaced);
• Rainstorm Disaster incident at Iwere-Ile with (over 1000 internally displaced persons).
• NEMA in collaboration with the Agency organised a one-day workshop to sensitize the members of the public on dangers of post Election Violence for Youths, Women Groups and Religious Leaders at the House of Chiefs on Tuesday, 17th March, 2015.
• Oyo State Government, through the Agency, distributed relief items worth N10m to the victims of rainstorm disaster at Oyo on Friday, 6th March, 2015.
• The Agency equally conducted Assessment visits to the scenes of Rainstorm Disasters at
• Igboho (300 people were displaced), Iwere-Ile (1000) people were displaced.
• On Thursday, 23rd April, 2015, the Agency distributed relief materials worth Millions of Millions of Naira to the victims of fire disaster at Gaa Garuba in Iwere-Ile Local Government Area.
• On Thursday, 14th May, 2015, the Committee on Disaster Management in the House of Representative visited Oyo State to appraise level of preparedness and modalities in place for response to disaster in the State. The 10-Man Committee paid a courtesy visit to His Excellency, the Deputy Governor and had discussion on disaster management, a visit was also paid to the scenes of Molete Fire Disaster and Oyo Rainstorm Disaster in Afijio, Oyo Town.

COLLABORATION WITH IMPACT BUSINESS RADIO:

• The Management team of the Agency was ably led by the secretary, Mr Akin Makinde (JP) held a meeting with the management of Impact Business Radio (92.5 FM) Akobo, Ibadan on Tuesday 15th March, 2016 where issues bordering on partnership and collaboration was discussed.
• UNICELF “B” Field Office, the United Nations Agency sent some Educational relief materials to the State Government on Wednesday, 16th March, 2016. The materials worth about N8 million naira is Summarised as stated hereunder.

DISTRIBUTION OF RELIEF MATERIALS

• Relief materials were distributed to the victims of fire and rainstorm disasters in Adegbayi, Wakajaye, Olorisaoko, Ojerinde Jiboye, Omi-Adio, Adekile, Academy Owode Areas and Kuola Olugbode in Ibadan Metropolis on 24th March, 2016 to cushioning the effect of disaster and serve as palliative to the victims.

COURTESY/FAMILIARIZATION VISIT OF NEMA OFFICIALS:

• The New South-West Zonal coordinator for the National Emergency Management Agency (NEMA), Mr Sulaiman Yakubu led his team on a familiarization visit to Oyo State Emergency Management Agency (OYSEMA). In a meeting held with the Deputy Governor and OYSEMA officials on Thursday 31st March, 2016 he advised the Agency to be more proactive in its approach rather than concentrating on giving relief materials to victims of disaster.

Distribution of Relief Materials

Relief materials were distributed to the victims of fire disaster that occurred at the residence of Pa Oyebamiji Zacchaeus House in Akobo, Lagelu Local Government Area on 18th April, 2016 to cushioning the effect of the disaster and serve as palliative to the victims.

Collaboration/Partnership With Donor Agencies

The Agency wrote letters of request for partnership in Disaster Management to some International Donor Agencies and Corporate Organisations in the State in the month of May 2016.

Visit to Borehole Installations

The Secretary and officials of the Agency carried-out inspection in the month of May , 2016 on all the Ten (10) borehole projects being constructed across the State by Presidential Committee on Flood Relief and Rehabilitation to ascertain whether or not the project has been executed to specification

Monitoring & Evaluation

Officials of the Agency, led by the Secretary Mr Akin Makinde, paid an unscheduled visit to the Internally Displaced Persons Camp site at Akanran, Ona Ara Local Government on Tuesday 10th and Monday 16th May, 2016. This was to ascertain the level of work on site and also to witness the handing over ceremony of construction of the newly awarded perimeter fencing, gate house, Administrative Block and Kitchen respectively.

• OYSEMA in collaboration with the National Emergency Management Agency carried out flood sensitization campaign rally in flood prone Communities in Agbowo, Ibadan, on 12th August 2016. This was done due to year 2016 NIMET Seasonal Rainfall Prediction (SPR) indicating the possibility of flooding due to high intensity rainfall at the peak especially in places that are naturally prone to flooding in the State. The team that participated in the sensitization included officials of the Environmental Health of Ibadan North Local Government, National Orientation Agency, Nigeria Security and Civil Defence Corps (NCDC) and Federal Road Safety Corps (FRSC).

• The Secretary (OYSEMA) and the Senior Special Assistant (Security) and attended a 3 – day State Outreach for Counter Terrorism Crisis Response Doctrine Development organized by the office of the National Security Adviser (ONSA), Abuja. The programme was held between 16th and 18th August, 2016 at the International Conference Centre, Abuja.
• Relief materials worth several millions of naira were distributed to victims of fire disaster that occurred at Sango Iso-Pako, Sango, Ibadan on Friday and Sunday 25th and 27th December, 2015, respectively. The distribution ceremony which took place at the market on 2nd September, 2016 to cushion the effect of damages done to the victims was presided over by His Honour, the Secretary to the State Government, Alhaji Ishmael Olalekan Alli. In attendance were the Zonal Coordinator of NEMA, Caretaker Chairman, Ibadan North Local Government, Officials of OYSEMA, NEMA and Ibadan North Local Government.
• Officials of this Agency and other emergency responders were mobilized to a collapsed building at No. 6, Olanipekun Street, Ososami, Oke-Ado, Ibadan on 18th September 2016. The decision to demolish structure was taken having assessed same and observed to pose danger to lives and properties of the occupants and residents of the community by building experts. The controlled demolition exercise was witness by the Secretary to the State Government; Alhaji Olalekan Alli who led other State Government functionaries to the scene. The demolition exercise came to an end at about 9:30pm. The quick intervention of the State Government was a proactive measure towards prevention of lives and properties of citizenry of the State. This step, as, however, been lauded by the Tenants/Landlord Association of the Community.

Distribution of Education/ Instructional Materials

Approval of UNICEF on the propose distribution of Education Instructional Materials donated to the State by the donor Agency was received in October, 2016. The conditions attached to the approval have however, been processed for consideration and approval of His Excellency, the Executive Governor of Oyo State.
