To constructively drive the economic policy direction of the State essential for growth development and well-being of the citizenry.

OUR OBJECTIVES

  • Provide a blue-print for the co-ordination of State policies and programmes;
  • Enhance the efficiency of public sector spending and general State economic management;
  • Coordinate the formulation and implementation of State Government programmes as contained in budgets, medium-    term expenditure framework (MTEF), plans of the State and Local Government levels;
  • Determine and advice on policies that will promote unity in the State and those that will sustain the State in the Nigeria nation;
  • Coordinate all technical assistance including intervention programmes and liaise with the National Planning Commission and Development Partners
  • Control the expenditure of all Ministries and Departments and ensure compliance with the procedure in all public expenditure
  • Ensure social justice and human welfare of all ethnic groups resident in Oyo State;
  • Collect basic data and advise government on the manpower development policy of the State
  • Visualize the state economic system in relations to the Nigeria Nation and identify activities that are likely to place the State strategically in global limelight; and

  • The achievement of the State Overall Socio-Economic Empowerment and Development Strategy anchored on integrity and honesty;

Monitor and control of economic planning matter which includes:

  • State infrastructural planning;
  • Economic planning intelligence;
  • Periodic reports on development plan implementation.

Carry out advisory services on local government budget;

Enhance the general State Economic Management;

Prepare annual estimates of Government which will embody projects and

progammes including the broad objectives of the Government during the year;

Prepare supplementary budget estimates;

Ensure budgetary controls and instructions;

Processing the issuance of release warrants for Government expenditure;

Carry out inspection visits of on-going projects in the development plan with a view to identifying bottlenecks in plan implementation and advising Government on how the bottlenecks could be minimized;

Formulate and advise the State Government on policies that will promote the socio-economic development of the state;

Improving the allocation of resources and ensuring their prioritization;

Prepare development plans designed to accelerate the development of the economy and facilitate the achievement of higher standard of living for the people;

Carry out periodic review of the projects and programmes in the plan in order to:

  • ensure conformity with the laid down objectives;
  • prepare feasibility report on projects so as to determine their social and economic viability;
  • liaise with the Ministry of Finance on budgetary and financial matters;

Provide data management consultancy services;

Prepare the general data base on sectoral activities for the State and also serve as link to the National Data Bank;

Ensure constant collection and processing of data on Socio-economic variables;

Carry out any other duties that may be necessary for the implementation of this Law;

Coordinate and manage all technical assistance including intervention programmes and liaise with appropriate Federal Government Agencies and Development Partners;

Conduct resident registration exercise for person(s) who have been resident in the State for a continuous period of six months, not-withstanding that such person(s) travel out of the State periodically or works outside the State;

Convene Economic Summit as and when necessary to chart developmental course for the State;

Conduct research into various aspects of the State Government interests, public policies and ensure that the implementations and results of findings in such research are geared towards enhancement of the State economic, technological, human and social capabilities and management;

Serve as secretariat to the State Economic Council and Joint Planning Board

Macro Economic Planning Department

  • Coordination of the development of medium to long term strategic plan for the State;
  • formulate economic policies for the attainment of the State Development aspirations and expansion of its economic base;
  • carry out period reviews of the projects and programmes in the plan in order to ensure conformity with laid down objectives;
  • Focal point for coordinating activities of the Planning Research      and Statistics PRS) Departments in the State Ministries, Departments and Agencies (MDAs) and Local Government Areas;
  • Focal point for the State Economic Summit.

Budget Department

  • Preparation of annual budget and supplementary budget of the State Government;
  • Ensuring adherence to budgetary operational guidelines;
  • Issuance of call circular, and budgetary operational guidelines;
  • Collaboration with Finance, STO and DMO to harmonise financial data;
  • Advising on plans and programmes needed to achieve the designed objectives by all Revenue Collecting Agencies;
  • Revenue Stakeholders meetings and reporting;
  • Monitoring of budgetary control and compliance with budgetary guidelines;
  • Periodic review of budget performance;
  • Formulation and implementation of policies relating to budgetary matters;
  • Processing of expenditure requests submitted by MDAs and issuance of release of fund to MDAs.

Monitoring and Evaluation Department

  • Carry-out inspection visits of on-going projects in the Development plan with a view to identifying bottlenecks in plan implementation and advising Government on how the bottlenecks could be minimized;
  • Prepare pre-feasibility reports on projects and also analyse and appraise projects (on which there are reports) for the purpose of determining their social and economic viability;
  • Develop and maintain a framework to support the monitoring, evaluation and reporting of government performance at the State and Local Government Levels, in line with the State development goals and objectives;
  • Monitor and evaluate government performance at sectoral level (to measure performance of government policies in each sector of the economy), institutional level (to measure performance of government institutions) and programme level (to evaluate the effectiveness and impact of public programmes);
  • Collaborate with MDAs to develop results-focused, key        performance indicators and clearly defined performance targets upon which progress would be measured.

International Cooperation and Development Partnership Department

  • Coordinate all technical assistance including intervention programmes and liaise with the National Planning Commission and Development Partners;
  • Explore ways of attracting externally funded programmes and projects to the State;
  • Sourcing, leveraging and channelling of donor aids and Federal Government funds to relevant MDAs;
  • Monitoring of donor funded programmes/projects;
  • Holding regular consultations with Development Partners to maintain strong links with the coordinating technical committees on development programmes;
  • Maintaining strong coordinating links with all the focal MDAs involved in donor assisted programmes/projects.

Resident Registration and Research Department

  • Conduct a resident registration exercise for persons who have been resident in the State for a continuous period of 6 months, notwithstanding that such persons travel out of the State periodically or works outside the State;
  • Keep open registry for continuous registration of new immigrants to the State;
  • Liaise with other MDAs in the State on the conduct of the resident registration exercise;
  • Conduct a periodic consolidation of its registry;
  • Sensitize the general public on the need for resident registration exercise;
  • Conduct research into various aspect of State Government interests, public policy and ensure that the implementations and results of findings in such research are geared towards enhancement of the State economic, technological, human and social capabilities and management;
  • Conduct and develop research based policy plans for the State Government;
  • Source for data and information for planning purposes;
  • Maintain Database for key Socio-economic indicators by Interfacing with National Planning Commission, National & State Bureau of Statistics, CBN, development partners and other research institutes for capturing of leading economic composite indicators, policy evaluation and interpretation of effective economic planning.

The Administration and Supply Department

  •  Provides human and natural management service to other departments;
  • General office management running;
  • Transport management;
  • Registry management;
  • Property management;
  • Effective utilization of human resources for the achievement of organization goal/objectives.

The Finance and Accounts Department

  • Responsible for the development and installation of efficient accounting system of the Commission;
  • Taking charge of accounting duties;
  • Taking charge of the disbursement of funds of the Commission;
  • Managing all funds and public money due and receivable in the Commission;
  • Advising the chief executive, the Accounting Officer and other Departmental Heads on accounting matters.
